Report to State

What is Report to State?

Scout delegates from our council and across Texas will gather every February to update state leadership on the community service provided and accomplishments realized over the past year. There is no cost for any of these activities.

What does a typical Report to State look like?

There are two versions of the event:

A) The day starts with a separate breakfast for the delegates. Scouts, Scouters, alumni, and family head to the Capitol grounds for the Scout Spirit rally followed by the Report to State presentation in the Texas House of Representatives. Eagle Scouts of all ages are invited to take part in the Eagle Scout re-commitment ceremony.

B) During years when the Legislature is in session, our delegation breakfast and program will be combined in one event in the Capitol annex.

2025 Spectator Event Schedule

8:00am – Check in at South steps of Capitol

9:00am – Scout Spirit Rally, South steps of Capitol

9:30am – Scout Spirit Rally concludes

10:00am – House Chamber (location subject to change) opens, spectators in balcony/mezzanine seating

10:20am – Report to State begins

11:30am – Report to State concludes

2025 Delegate Event Schedule

7:30am – Check in at breakfast gathering, First United Methodist Church Family Life Center, 1300 Lavaca St.

8:00am – Breakfast and program

9:00am – Scout Spirit Rally, South steps of Capitol

9:30am – Scout Spirit Rally concludes

10:00am – House Chamber (location subject to change) opens for youth delegates

10:20am – Report to State begins

11:00am – Group photo in House Chamber (youth delegates only)

11:30am – Report to State concludes

 


2025 Report to State Patch Design Competition: Parameters and Guidelines

Theme:
– “United in Tradition – 76 Years of Unity, Strength, and Vision”

All designs should reflect this theme, focusing on the spirit of unity, Scouting values, and the celebration of tradition.

Eligibility:
– Open to all registered Scouts in councils participating in the 76th Report to State.

Design Specifications:

1. Patch Shape: The design must fit within a 4-inch by 4-inch square or circle.

2. Color Scheme: Up to 8 colors can be used in the design and the official Scouting fleur de lis where possible.

3. Elements to Include:
– The year (2025) and the number 76 to mark the 76th annual Report to State.
– The event name: “Report to State”.
– The theme text or symbols reflecting unity, strength, tradition, and vision.
– Optional: Incorporate Texas imagery (e.g., state capitol, lone star, state outline).

4. Submission Format:
– Entries must be submitted as a digital image (JPEG, PNG, or PDF).

5. Deadline for Submission:
– All designs must be submitted by December 6.

6. Judging Criteria:
– Creativity and originality in representing the theme.
– Relevance to Scouting principles and the spirit of the Report to State.
– Clarity and effectiveness of the design within the given space and specifications.

7. Judging Process:
– Report to State Committee members will judge the submissions.

8. Prize:
– The winning design will be produced as the official patch for the 76th Report to State.
– The designer will receive free registration, recognition at the event, and a framed patch.

9. How to Submit:
– Please submit your design along with your name, council, and contact information to [email protected] by the deadline.

10. Ownership Rights:
– By submitting a design, participants agree that the design may be modified for production purposes.
